#3122 - Proxy setting is ignored in validation step

Sugar sits behind a proxy and the proxy settings are set correctly in the system settings for Sugar. I can make requests from the machine using a test PHP script, but it continually fails for SugarChimp. Looking at the code for the license validation, the proxy settings are never used in the cURL request. How do we use SugarChimp behind a proxy then?
