Hello, do i have to assign the ability to create drop downs to each user or can i select roles or security groups?
will all users be selected by default?

Hello,
You will have a list of non-admin user drop-down and you will have multi-select List of Dynamic enum field. You need to choose the enum fields that you want to have access for that user from dropdown. You may go through documentation
