Hi, I can restrict the number of users to use this APP and only can only pay for limited users. Is that correct? For example, I have 70 users in sugar but i only want to implement this for 7 users. I would only have to pay for 7 ? Correct?

Yes, absolutely. If you only have 7 mobile users, you only need a 7 users license.
