    I should note that I have a local installation of Community Edition 6.5.18.

    Can you please try this process on any other instance which is available online, rather than activating it on Local Instance? Also please go through following Links to make sure you did not miss any single step during Installation.

    I have double-checked the steps, but will redouble and check again. Sorry I was not more clear, but this is running in an online instance on a digital ocean server @ sugar,get-sirius.com
