#4333 - Insufficient number of user licenses
My company has purchased 15 RT SalesMap Licenses. Currently, we have 11 users assigned. However, when I try to execute RT SalesMap, I get the message to add additional user licenses and try again. Our SugarCRM instance has 70 users, but this should not be an issue since we allocate which users can access RT SalesMap.

You're right. This shouldn't happen. Please share your Sugar version, edition, and SalesMap version so we can diagnose this issue for you.
