Hello Mike,
No, there is not a way to do that with SecuritySuite as SugarCRM doesn't show Users in the role grid and there is special logic for that module that always checks to see if the user is an admin.

Changed this to a feature request, but I'm not sure if there is a clean way to implement this yet.
